Today's global economy is often described as one in transition to a "knowledge-based economy", Knowledge Management (KM) has therefore evolved into an important concept in which know-how, expertise, and intellectual property are treated as valuable resources.

In general, KM comprises a range of practices used by organizations to identify, create, represent, distribute and enable adoption of what it knows, and how it is known. Various benefits such as improved productivity, product quality, flexibility, inter-employee relationships and effective knowledge creation and utilization are often associated with KM implementation. In recent years, the HKSAR Government has been actively promoting KM among various bureaux and departments (such as Civil Services Bureau, The Office of the Government Chief Information Officer, The Hong Kong Police Force, Department of Health, Environmental Protection Department, Census and Statistics Department), as a result, various KM units and positions were created to channel and focus resources and communications more effectively.
